Distraught Man Arrested after Father's Day Standoff - Jason J. Marchi, Harbor News Correspondent

OLD SAYBROOK - After a nearly 10-hour standoff with police that began around 2 a.m. on Sunday, June 18 at the Sandpiper Motor Inn, Richard W. Harbour, Jr., 33, of 90 Bokum Road was arrested on the following day at 8:30 p.m. following his release form Yale-New Haven Hospital.
Harbour was charged with threatening in the second degree, breach of peace in the second degree, interfering with an officer, and use and possession of drug paraphernalia. He was held on a $150,000 bond pending his appearance at the Middletown Superior Court on Tuesday, June 20. The incident began when Harbour disrupted guests, who called police. Harbour threatened suicide and barricaded himself into room 220. He then threatened police with a gun when asked to leave his room. During the standoff 80 to 100 guests had to be evacuated from their rooms at the Inn and were transported by bus to an emergency shelter at the Old Saybrook Middle School. The standoff ended when the Harbour finally surrendered. He was then transported to Yale-New Haven Hospital for treatment prior to his arrest. According to news reports, Harbour is a former member of a U.S. Marine combat engineering battalion, and he is also facing charges in connection with a four-hour standoff at his home on Bokum Road on May 8. After that incident Harbour was arrested and charged with breach of peace in the second degree, threatening in the second degree, reckless endangerment in the first degree, and interfering with an officer, following medical treatment at Yale-New Haven Hospital. The Sandpiper Inn, formerly the Knights Inn, is located at 1750 Boston Post Road. A similar standoff with police occurred last May at the same motel. In that incident Michael Harris shot two police officers who where there to evict him. |
